Odisha’s IT Sector Set for Growth with New Policy Incentives and Job Creation Focus

Odisha is rolling out a new Information Technology (IT) policy aimed at boosting employment and attracting tech companies to the state. The Odisha IT Policy 2025 offers various incentives and concessions to companies that set up or expand their operations in Odisha. The goal is to reduce bureaucratic hurdles and create a business-friendly environment, making Odisha a prime destination for IT businesses.

Highlights of the new IT policy:

Hiring incentives: IT firms will receive ₹25,000 for each resident they hire, up to a maximum of ₹50 lakh per company over five years. An additional ₹1,000 will be provided for every woman, SC/ST individual, or person with disabilities hired.

Financial assistance: A support fund of ₹1,000 crore has been proposed for IT startups and deep-tech organizations through equity investments, convertible debentures, and project-based grants.

Infrastructure support: The government will offer readily available land, subsidies on office space rentals, power concessions, tax incentives, and interest reimbursements on long-term loans.

R&D incentives: The policy includes a reimbursement of 50% of research and development (R&D) expenditure, capped at ₹10 crore, for academic institutions, R&D centers, and technical organizations, subject to governmental approval.

Reduced regulations: IT companies in Odisha will be exempt from routine inspections by the Labour Department and will be allowed to self-certify various records, except when specific complaints are filed.

Other Benefits: IT companies investing over ₹1,000 in IT parks, the government intends to reimburse 15% of the investment, up to a maximum of ₹200 crore. Also, these IT units will enjoy a full exemption from Electricity Duty for five years starting from when they begin commercial operations in the state.

The policy aims to create a thriving ecosystem for technology investments within the state, energize technological expansion by enhancing IT infrastructure, and position Odisha as a preferred destination for IT businesses. The government aims to use IT to usher in efficiency and transparency in governance and give a fillip to the spread of Digital literacy in the state by realizing the goal of “Internet for all”.
