On May 29, 2025, Russian Foreign Minister Sergey Lavrov stated that Moscow is eager to resume operations within the Russia-India-China (RIC) partnership. He emphasized the importance of quickly resuming collaboration among the three countries, which was originally set up many years ago by former Russian Prime Minister Yevgeny Primakov. Since then, the RIC format has held over 20 meetings at the ministerial level, involving not just foreign ministers but also leaders from various economic, trade, and financial sectors of Russia, India, and China.
Lavrov made these statements during an international conference aimed at establishing a fair and unified security and cooperation system in Eurasia. This event was held in Perm, a city situated in the Ural Mountains, where Europe and Asia converge. He pointed out that recent discussions between India and China have led to a better understanding regarding border issues, suggesting that now is the right moment to revive the RIC partnership.
Additionally, Lavrov expressed concerns about NATO’s efforts to involve India in activities that counter China. He stated that, based on private conversations with Indian officials, it is clear they recognize this trend as a significant provocation.
The RIC partnership had been inactive since the Galwan Valley clash in June 2020, which created tensions between India and China. Nonetheless, a recent discussion between Indian Prime Minister Narendra Modi and Chinese President Xi Jinping during the BRICS Summit in Kazan, Russia, in October 2024, was seen as a favorable advancement. During this meeting, both leaders acknowledged the need to improve their bilateral relations.
Lavrov’s remarks highlight Russia’s commitment to re-establishing the RIC format, especially in light of recent diplomatic progress between India and China. Reviving this partnership could play a crucial role in enhancing regional stability and cooperation among the three nations.
