A key real estate development in Bhubaneswar has been stalled after the National Green Tribunal (NGT) intervened. The NGT has stopped construction of a major project in Ghatikia because the developer did not meet the required environmental clearance condition. The order emphasizes the increasing importance of sustainability in construction projects.
NGT Ruling: The National Green Tribunal (NGT) has suspended a significant real estate project in Ghatikia, Bhubaneswar, due to the developer’s failure to comply with environmental clearance conditions. The State Level Environment Impact Assessment Authority (SEIAA) had set specific requirements that the project promoter did not meet. While the Bhubaneswar Development Authority (BDA) had approved the construction of 12 residential towers, only eight have been completed.
Environmental Non-Compliance: SEIAA mandated that the builder construct a stormwater drain before proceeding with further construction. Despite these instructions, the developer continued without fulfilling this condition, leading SEIAA to issue a show-cause notice on January 27, questioning the potential revocation of the environmental clearance.
Resident’s Concerns: Sanu Das, a resident of one of the completed towers, raised concerns with the NGT regarding the project’s environmental impact and the developer’s disregard for regulations. The NGT emphasized the need for strict adherence to SEIAA’s conditions, including completing the stormwater drain and securing an occupancy certificate before continuing construction.
Developer’s Defense and Tribunal’s Decision: Although the developer argued that halting construction would negatively impact workers, the NGT dismissed this argument. The tribunal granted the builder 15 days to meet SEIAA’s requirements, reinforcing the importance of complying with environmental regulations. Attempts to obtain a statement from the real estate company’s chief executive were unsuccessful.
