The upcoming Budget Session is set to go paperless, with all house business being conducted digitally through the National e-Vidhan Application (NeVA). NeVA, a “One Nation – One Application” platform developed under the Digital India initiative, aims to transform State Legislatures into ‘DIGITAL HOUSES’. This allows for the transaction of government business on a digital platform, including information exchange with State Government Departments.

To help legislators participate digitally, each MLA now has an iPad at their seat in the assembly hall. This is part of the NeVA project, which sets up everything needed to make the Assembly office paperless. A NeVA help center is also being created to give the members digital support and training. This is the first time our state’s departments and Legislative Assembly are using these new software programs and apps from the NeVA project.

What is NeVa?

NeVA, or the National e-Vidhan Application, is a digital platform designed to make India’s legislatures paperless and more efficient. Implemented by the Ministry of Parliamentary Affairs, NeVA aims to streamline legislative processes by digitizing all the work and data of legislative bodies, making it accessible online to both citizens and Assembly members. It operates as a “One Nation, One Application” on the NIC Cloud, MeghRaj, helping the Chair to smoothly conduct House proceedings and Members to perform their duties in a paperless manner efficiently. This member-centric application provides easy access to essential information like contact details, rules, lists of business, notices, bills, questions, and committee reports on handheld devices. By eliminating paper, NeVA helps save trees and promotes cleanliness, contributing to the UNDP Sustainable Development Goals. As of now, many legislatures have adopted the NeVA project to transform State Legislatures into ‘DIGITAL HOUSES’.
